Mobile Integrated Health Grant Funding Opportunity
Request for applications
NCOEMS is seeking applications from EMS organizations to expand Mobile Integrated Health (MIH) and Community Paramedicine (CP) programs in rural communities across North Carolina. As part of the Rural Health Transformation Program, this funding opportunity supports a five-year initiative to strengthen behavioral health crisis response, improve treatment access for individuals experiencing substance use disorder (SUD), and reduce emergency department utilization associated with mental health crises and opioid overdoses.

Who is Eligible to Apply
- Licensed North Carolina EMS agencies that provide primary 911 response are eligible to apply for this RFA.
- Applicants must meet at least one of the following criteria as defined by the NC Rural Health Center, which is intended to capture both rural and rural-adjacent communities with limited access to behavioral health and substance use disorder services:
- Counties with a population density of 250 people or fewer per square mile, representing predominantly rural areas; or
- Counties with a population density between 250 and 750 people per square mile, representing rural-adjacent or suburban

Applicants must demonstrate ability to initiate services within 90–180 days of contract execution.
Applicant Webinar
NCOEMS will be hosting a webinar on Monday, April 27th from 1:30 PM to 2:30 PM to provide an overview of the grant opportunity, including key objectives, allowable costs, and detailed application guidance. Attendees will gain important insight into eligibility requirements, submission expectations, and considerations for primary 911 agencies preparing to apply for this competitive funding opportunity. We will also field any specific questions on the process that may arise.

This grant is federally funded by the Centers for Medicare and Medicaid Services (CMS), as part of the Rural Health Transformation Program (RHTP).
Awarded agencies may submit a contract expenditure report (CER) each month. Payment will be issued within 30 days of receipt.
